It's a form of weathering. If water gets into a crack in a rock and then freezes, it will expand, causing the crack to get bigger, which can happen continuously.

Could you please put a picture of the text? But i’m pretty sure they had a big hurricane and because the city is basically bowl- shaped, the water couldn’t really get out. There was so much water coming in that the levees broke and that’s why there was so much flooding.
