Plug the point in the equation.

-3 = 0.8(-2) + c

c = -1.4

y = 0.8x - 1.4

Thus, the equation of the line is y = 0.8x - 1.4 if the  slope of the line is 0.8 and line passes through coordinates (-2,-3)
