Distance of two points is;

Distance=\sqrt{(x_2-x_1)^2+(y_2-y_1)^2} \\Distance=\sqrt{(6-(-2))^2+(-5-(-4))^2} \\Disatnce=\sqrt{(6+2)^2+(-5+4)^2} \\Distance=\sqrt{(8)^2+(-1)^2}\\Distance=\sqrt{64+1} \\Distance=\sqrt{65} \\Distance= 8.1 \units

As one unit represent a mile, therefore,

Distance = 8.1 miles

Cost of laying 1 mile = $25

Cost of laying 8.1 miles = 8.1*25 = $202.5

The town will spend $202.5 on laying the pipes.
