The whole reason of the Shay's Rebellion was because the National government did not have sufficient funding to pay the troops. They also could not levy taxes, which left them to get funds from the state governments.

The executive branch had no way to enforce any of the laws passed by Congress, as there was no standing army, and the army, when needed, had to be created through a draft & volunteers.

A) The national government was not allowed to have a standing army.

It was not until 8 years later that the government was allowed to have a large standing army. Even then, the army was limited, and only allowed to be used for defensive purposes.
