Obama promised to alter Washington's rules, yet remnants of the previous administration remain. The administration tried to buy off political competitors of the president's favorite candidates with promises of jobs, such as the former Colorado state house speaker who was fighting Sen. Michael Bennet in the Democratic primary.

Obama promised to be a post-partisan president, but he tussled with Republicans and raised the economy. He blamed them for attempting to undermine his agenda despite having majorities in both the House and Senate. Obama's administration, which promised to cut back on conflicts and expand operations against Al Qaeda and other extreme groups in Yemen, Africa, central Asia, and the Middle East, failed.

Each of the three presidents increased military spending.
