Immobile doesn't leave their original location, while re mobilized nutrients, leave their original location and move to area where they are required the most. After knowing, which elements are mobile or immobile in nature, it can help us in identifying Mineral deficiency symptoms.

There are a bunch of reasons why this happens. It is because some of their customers have health issues and they shouldn't be breathing in smoke fumes. Also because while eating they don't want to smell cigarettes. Also they will loose customers if people smoke in front of other people. Since there are no options can't confirm the correct answer. My opinion it would be "to limit nonsmokers exposure to second-hand smoke."
