House Research Organization provides bill analyses, floor reports, and issue focus reports for the Texas House of Representatives.

The House Research Organization is a nonpartisan, independent branch of the Texas House of Representatives. Provides unbiased information about laws and issues before the Texas Legislature. The HRO is governed by an extensive representative steering committee of 15 members elected by members of the House of Representatives to set organizational policy, approve the budget, and ensure objective reporting.

During the legislative session, the HRO publishes a daily floor report. This includes an analysis of all legislation except local and consent bills assigned to plenary debate on the daily House calendar. Each legislative analysis consists of a summary of the bill's provisions, background, pros and cons of the bill, and additional relevant information.

HRO publications are neither an official part of the legislative process nor an official expression of the views of the Texas House of Representatives. Information contained in an endorsement or dissenting opinion does not reflect the opinion of HRO or its researchers and constitutes information compiled from a variety of sources.
