Coalition building is simply the action of a group of people to influence or pressure someone or a decision.

So, in this example, the researcher proposed a budgeting process to her boss, who rejected it, but the researcher thought her proposal was simpler and fairer, so her new budget I passed on the suggestions to other department heads who might benefit from the suggestions for the organizing process. They really liked their proposal. Also, some of my colleagues liked the proposal for a simple and fair budgeting process.
