We solve this algebraically

y + 6 = 3/2(x - 4)

We distribute the 3/2

y + 6 = 3/2x - 6

If you work with decimals easier we can make 3/2 into a decimal

y + 6 = 1.5x - 6

Add 6 to both sides

y + 12 = 1.5x

subtract y from both sides

1.5x + -y = 12
