One prominent change in the evolution of the nursing profession is formalized education. The first training programs were opened at hospitals in the late-19th century. Student nurses received clinical instruction in exchange for providing care to patients.

New specialties, increased leadership opportunities and the use of telemedicine and mobile health are just a few of the ways that nursing has changed in the past ten years.

Studying nursing history and evolution allows nurses to understand more fully problems currently affecting the profession, such as pay, regulation, shortage, education, defining practice, autonomy, and unity.

The scope of nursing practice is the range of roles, functions, responsibilities and activities which a registered nurse is educated, competent and has authority to perform. Nursing practice is underpinned by values that guide the way in which nursing care is provided.

It is governed as unitary state under a presidential representative and democratic and a constitutional republic where the President function as both the head of state and the head of government of the country within a pluriform multi-party system.

The government has three interdependent branches: the legislative branch, the executive branch, and the judicial branch. The powers of the branches are vested by the Constitution of the Philippines in the following: Legislative power is vested in the two-chamber Congress of the Philippines—the Senate is the upper chamber and the House of Representatives is the lower chamber.

Executive power is exercised by the government under the leadership of the President. Judicial power is vested in the courts with the Supreme Court of the Philippines as the highest judicial body.

If government power is not limited becomes totalitarian or a dictatorship. Rodrigo Duterte, the president of the Philippines is authoritarian according to how he is ruling the country.

But many governments started being authoritarian and then became totalitarian.
