Since the first day the temperature was −3.1° Celsius. The second day the temperature was 1.2° Celsius.

For a temperature to be less than both temperatures, it has to be less than the lowest temperature which is −3.1° Celsius. Since −3.1° Celsius is less than  1.2° Celsius.

Now comparing both numbers with the the given options.
