The evidence in crimes is responsible for determining the real perpetrator of the act. For this reason, evidence must be identified and protected in a very delicate and precise manner so that nothing is lost or contaminated. If evidence is not identified it can be discarded, or contaminated, so some important information about the case would be lost and this would make it difficult to resolve the case.

Technically they're not, they both can be incredibly dangerous with a use of either. But, the two are completely different. Basically with Anesthesia you don't experience rem and it's different from a deep sleep or a normal sleep for that matter, you're numb and your skeletal muscles are muscles are stopped when under. With sleeping pills it's a deep or regular sleep (:
