on the flip side...they look to control the prices of commodities (grain) on a global stock market,more so than they already do.

That's why many government set up laws to control for example the amount of carbon dioxide released to the air from factories or vehicles. This is because carbon dioxide traps heat in the atmosphere and create the green house effect that leads to global warming.
