Well, it could mean a lot of things. but i’m guessing that in this sense it probably means the same as tossing something. eg: “don’t throw that ball at you’re brother- toss it”
“don’t throw that ball at you’re brother - lob it”

What would happen if we don't have good citizenship then we would be all separated and would not get along. If we had good citizenship (like today) would get along easily and fairly.
