You can say that a near number may be the answer but it can be on the range 11500-12500 or in 11000-13000. The wider the range, the bigger are the chances of having the right number there. Of course having a range of 0-24000 is not useful but without further knowledge of the estimation process it is as valid as a 500 people range.
