When doing scientific notation, you have to remember that the number we are converting must be less than or equal to 10, and greater than or equal to 1. Normally, we just count the number of zeros and raise the 10 to that number as a power. If we do that we are left with 14*10^1. Since we cannot have numbers greater than 10, we make the number a decimal. When adding decimals, you keep moving the decimal to the right if the outcome is greater than 1, and decimals the the left if the outcome is less than 1. Doing so we are left with 1.4*10^2, or one point four raised to the second.
