Well, this depends on the defition, and in general: we don't know and people can only claim to have opinions, not facts.

On the one hand there are more alcohol-related deaths, and especially Marijuana is thought to be less harmful than alcohol.

On the other hand drugs can sometimes be more addicting and can have a more disruptive effect on people: also because they're illegal so their mere possession can place people in jail.
