A pact made by the President directly with the leader of a foreign state, a necessary international agreement with the force of law but which does not need Senate approval. A treaty is a kind of executive agreement, one in which two-thirds of the Senate has given information and approval. That language comes from Article II, Section 2, Clause 2 of the Constitution.
