First students should be taught  to count numbers  and make links between the numbers. Then they should learn to identify and create different representation of numbers and learn the concept of zero.
read and write numbers and to count, sort and  order them. That way they can compare the size of two sets. And than students should be taught to add and subtract numbers. Adding can be learned by grouping numbers, while subtracting by moving apart given numbers.
