To find the average, add all of the numbers and then divide by how many numbers there were. 
So:
11 + 16 + 15 + 22 = 64
64 / 4 = 16

Now to find the z-value, we'll use;

P(p^ > 0.5) = P(z > (x - μ)/σ)

Thus;

P(p^ > 0.5) = P(z > (0.5 - 0.52)/0.025)

This gives;

P(p^ > 0.5) = P(z > - 0.8)

This gives;

P(p^ > 0.5) = 1 - P(z < -0.8)

From the table attached we have a z value of 0.21186

Thus;
