Water is made up of hydrogen and oxygen atoms. Oxygen is smaller than carbon and its quite heavier, and the volume of water molecules is greater than the volume of oil molecules. It makes the water thicker than gasoline. Water molecules are therefore very attracted to one another and stack quite close around each other.
