After then U.S. President Woodrow Wilson's failed attempts to negotiate an agreement with Germany to end the unrestricted attacks of German submarines on British ships the German Foreign Minister, in what came to be known as the Zimmerman Telegram, invited Mexico to join the war alongside Germany and offered to help Mexico recover the Texas, New Mexico and Arizona territories.
