There are 28 total and 7 have blue eyes meaning the probability of picking so.eone with blue eyes is
\frac{7}{28}  =  \frac{1}{4}
so the probability of pi king someone without blue eyes is the entire sample minus the probability of blue eyes so
1 -  \frac{1}{4}  =  \frac{4}{4}  -  \frac{1}{4}  =  \frac{3}{4}
so there is 75% chance of picking someone without blue eyes.
