I would consider this false.... There is plenty one can do to minimize accidents, although one should remain cautious as accident's have a tendency to hit even when precautions are met. Take for example driving; you can prevent accidents by minimizing distractions, insuring your vehicle is repaired and roadworthy, and driving within the laws. However on the rare occasion someone else can hit you because they were distracted.
