President Hoover responded to the challenges of the Great Depression <em>B. He signed the Smoot-Hawley Tariff Act</em>. On June 17th, 1930, President Herbert Hoover signed the Smoot-Hawley Tariff Act. During his campaign, he had promised to help farmers by increasing tariffs on import goods. United States tariffs rose to its highest level in 100 years.
