If different groups of scientist have access to the same data, how can they draw different conclusions?

Answer: Scientific predictions are not usually testable, so this leads to different conclusions.  

If the scientists where given the same data they can frame different conclusions on the basis of analyzing the dependent and independent variables present in the data. The independent variable is the one which can be changed or manipulated in an experiment and for different values of the independent variables the value of the dependent variable can be find out. The dependent variable cannot be changes manually but instead the changes occur in the dependent variable is because of the changes that occur in the independent variable.

Therefore, depending upon the analytical ability of the scientists the conclusions are likely to be different. These predictions cannot be considered accurate as these are not testable they are mare predictions.
