A fact is something that is true as existing knowledge and verifiable evidences. It will not be a fact if it is disapproved by other knowledge or evidence. A fact is something which is falsifiable but can't be falsified at that specific point of time. A theory is a scientific explanation of a fact. A theory explains possible relationship between or among facts. A theory is a proposed relationship and supposed to give the best possible explation about the relationship at that point of time.

What is the difference between casual observers and scientific observers?

There are different types of observers. Casual observers differ from scientific observer. Seeing and observing are two different things. Not that everybody seeing is actually observing the thing.
A casual observer just sits back and watch for something to happen while a scientific observer comes up with some hypothesis to work on it.
