By definition scarcity is inevitable which means that the quantity of a resource is limited naturally. On the other hand, shortage is not imposed by nature it is a situation created by men. It occurs when there is more demand than supply.

In this case, if the person cannot have the resource he or she wants for ever this means that the natural resource will inevitably stop existing at some point. This is an example of scarcity.
