The independent clause is "WE ARE NOT EATING ON THE PATIO" the reason why, is because the second part of the sentence cannot stand on its own, due to the fact it has a because in it. because is a transition word.

This paraphrase presents the same information as in the sentence, but since it should be a bit more of a summary, it takes out the specific detail of how many people actually run the race, which can just be paraphrased into 'so many'.
