First you have to find the slope, the slope formula is m = y2 - y1/ x2 - x1

m = y2 - y1/ x2 - x1       (-3, 8)  (7, 6)
m = 6 - 8/ 7 - (-3)
m = -2/10
m = -1/5

point-slope formula;
y - y1 = m(x - x1)            m = -1/5   (-3, 8)
y - 8 = -1/5(x - (-3)
y - 8 = -1/5(x + 3)

so the answer is, B.
