In this passage, both structures are present. Problem and solution is displayed when the author analyzes the reasoning of the British. The problem was that they could not tap the cables the way they could tap phone lines. Their solution was to cut all five of the cables that carried communications through the channel. The chronological structure is also present, as the author describes the events in the same order in which they happened.

When a child has a problem communicating that could indicate that child possesses some kind of disability that would need to be addressed. But with linguistically-diverse children the problem to communicate might come from the their knowledge of English which can be inadequate so the to educators need to be careful not to wrongly deal with these kind of children.
