The Anti-Federalists:

Did not want to ratify the constitution. They believed that each state only needed its own government. They were worried that if there was a strong central government it would become a tyranny like the British and violate individual rights.

The Compromise:

As soon as the constitution was ratified, there would be a bill of rights that clearly listed and protected the rights of the individual.
