In 1932,Franklin D.Roosevelt became President.He wanted to stop the Depression.Roosevelt started new programs to help Americans.He called these programs the New Deal. Congress quickly passed the programs into law.Some programs gave food and shelter to people.The Public Works Administration (PWA) hired people to The New Deal did not end the depression,but it gave people new hope.

This is an interesting question, but I would say that there might not be a definite answer, and instead it depends on the particular people (both the person who needs help and the person giving help). 

However, some options seem worse than others: 

an ex-romantic partner is probably not the best, as they would not necessarily want to help and the person in need might not have a neutral or positive attitude towards them. 

As far as the others are concerned : a religious counselor (of which religion? do they have the relevant experience and training?), older and experienced teen (depends on that person, they might be helpul) and a trusted friend, the last might be the best option. 

Not mentioned here, but the best option is general would be a psychologist or therapist.

The war in Bosnia was widely covered by the world media, and world public opinion denounced the actions of the Serbs. Despite this, no major steps were taken to end the genocide. Extensive international negotiations and deliberations regarding the question of intervention in Bosnia allowed the genocide to take place with no country acting to end it. Only in mid-1994 did the picture change. The United States intervened by offering Milosevic economic incentives in exchange for a peace agreement. A rift was created between Serbia headed by Milosevic and the Serbs in Bosnia. Violence continued until August 1995, when NATO forces began attacking the Serbs from the air, which led to the Serbs’ surrender and the end of the war in Bosnia. The Dayton Accords, signed after the war, split Bosnia into separate Serb and Muslim autonomous regions. The Serbs stayed in Bosnia.
