Perimeter = 2(l+b)
74 = 2 ( 23 + b )
b = 14
width = 14 inches

Perimeter, P = 2*(L + W), 

Where L = Length, W = Width

P = 2*(L + W)

74 = 2*(23 + W)

74/2 = (23 + W)

37 = (23 + W)

37 - 23 = W

14 = W

W = 14

The width is 14 inches.
