Welfare State.

A Welfare State is a way of governing a country where the government plays a key role in the protection and social well being of the people that live in the country.  It is based on the ideas of equal opportunity for all, a fair distribution of wealth across society, and public responsibility to help those who cannot help themselves.  An example of this is by providing free healthcare for all.

Iceland, Norway, Sweden, Denmark, and Finland are all countries that are modern welfare states.
