1st equation: 4x-8 =3y

 2nd equation: x-2y = -3 , rewrite as x = 2y-3

replace x in eq. 1 with equation 2

4(2y-3) -8 =3y

8y-12-8=3y

8y-20 = 3y

-20 = -5y

y = -20/-5 = 4

x = 2y-3 = 2(4)-3 = 5

City A was 5° C, and City B was 4° C.
