I am pretty sure it would be C, The population just kept increasing making it overpopulated, which most of the time it would be hard to find a job in an overpopulated city since most jobs are taken. It would also be unsanitary since most people didn't cleanse themselves near that time, so people would most likely get sick easily, espicially immigrants are coming because most of the time they would bring a disease
