It is defiantly not a, because only part of the park was burnt. It wouldn't be c, because fire does not cause seeds to fly in. I would say B

The forest fire increased the temperature of the environment which helped pine cones to release seeds. Low intensity of fire increases the soil fertility. The fire decomposes the humus of the soil into the black carbon. The black carbon when added to the soil enhances plant nitrogen uptake which helped the seed to grow into healthy strong seedlings.
