Everyone has to float it is biologically supposed to happen because because your lungs are full of air, like a balloon, and like a balloon, the air in your lungs lifts you to the surface naturally, if you dont float your dead.

Without these factors, certain animal species would not be able to prosper, and once adapted living organisms, would fail to get needed resources.
There can also be a negative affect.
