Because Little Albert is scared of large white rats but not small white rats, he is considered to be discriminatory to the rats based on their size. He clearly feels threatened by the larger rats but doesn't have such fear of the smaller rats, even though they are both white.
In this case, Little Albert is not scared of them because of their color obviously because they are both white but he's scared of the based on their size. This is known as discrimination
The word discrimination is usually thought along the lines of race, skin color, societal status, etc but many people see to overlook that discrimination can occur based on physical size as Little Albert shows from his fear of large rats but his lack of fear for small rats.
