length=\sqrt{(x_2-x_1)^2+(y_2-y_1)^2}=\sqrt{(-2-(-2))^2+(-8-7)^2}\\=\sqrt{0^2+(-15)^2}=\sqrt{225}=15

Now Probability of this event = P(even numbers) × P(number 7)

Probability = (\frac{6}{11} )(\frac{1}{11} ) = \frac{6}{121}

So final answer is \frac{6}{121}.
