0.44 can be written as \frac{44}{100} or \frac{22}{50} or \frac{11}{25}

When we add \frac{1}{4} to any of the fraction, it will always produce a fraction or rational number.

\frac{1}{4}+\frac{11}{25} = \frac{25+44}{100} =\frac{69}{100} which is a rational number.
