First problem:

n/4 + 2 = -9

        -2      -2

n/4 = -11

x4       x4

n = -44

Check:

-44/4 + 2 = -9

-11 + 2 = -9

-9 = -9

Second problem:

3/4x = -12

0.75x = -12

--------     ----

0.75       0.75

x = -16

3/4 * (-16) = -12 OR 0.75 * (-16) = -12

-12 = -12

Still get the same answer.

I very seriously doubt that the rice was $7500 per bag.  Perhaps you meant $75/bag...?
