     a = 30 / 7 = 4.2857142857142857 ; 
        
                 → round to 1 decimal digit ; 
 
                 → The first 2 decimal digits are: 4.28 ;
                           Since the 2nd decimal digit is "8" (i.e., "5" or greater), 
                        we round the first decimal digit to the higher number;

                 →  The answer is:  a = 4.3  .
