1.847 rounds to 1.85 because the number in the thousandths place bumps it up since it is greater then 4. 1.798 rounds to 1.8 because the number in the thousandths place bumps the nine up to ten and you can't have a two digit number where there is only supposed to be one. so that "ten" bumps the 7 up to 8.
