I must assume you meant y = 2^x    -     3.   

If you actually meant   y = 2^(x-3), you must use parentheses to show that.

You haven't shared "the table of values" mentioned.  However, we can create one, as shown below:

 x        y=2^x   -   3
---     -----------------
 0             1-3 = -2
 2            2^2-3 = 1
4             4^2-3 = 13

and so on.
