A rational number is a number that can be written as a simple fraction (as a ratio) and an irrational number is a number that cannot be written as a simple fraction (irrational means not rational) Example: 1.5 is rational because it can be written as 3/2. 7.5 is rational because it can be written as 15/2, so in my mind, yes it is rational because both top and bottom are rational.
