Alien and Sedition Acts in 1798 made it harder for immigrants to vote and gave the state powers to deport foreigners.

Explanation:

John Adams had thought that by the time of his presidency the country was ready to have a homogeneous and stable population that could grow on its own in the land it was bestowed so there could be a stricter immigration policy that would allow only serious immigrants to come in to settle the land.

To make space for only permanent immigrants to the land he made it easier to deport foreigners through the variety of the acts that were passed and made it harder for new migrants to vote too.
