Let's simplify the 2nd equation \frac{1}{3}y=x+1 before we can start graph so that calculation will be easy

\frac{1}{3}y=x+1

multiply both sides by 3 to cancel out fractions

3*\frac{1}{3}y=3*x+3*1

y=3x+3
