Due to this, the southern states were quite reluctant to change slavery laws and approve the abolition of slavery, also they were criticized for not defending the rights of people especially those of slaves and later those of freed slaves and black people. Thus, the statement that does not describe the southern states is "they were concerned with people's rights" because due to slavery it was the opposite.
